| Summary |
The traditional activities comprising Environmental Health Services (EHS) are being
split into Municipal Health Services (MHS), as per the National Health Bill (b32b of
2003) to be provided by metro and district municipalities and the remaining activities -
port health, malaria control and control of hazardous substances being provided by
provincial departments of health. In terms of the Minister of Provincial and Local
Governments proclamation, 1st July 2004 is the date on which this division of
responsibility comes into effect.

A Primary Health Care Financing Task Team (including representatives from the
national and provincial Departments of Health, National Treasury, and Department of
Provincial and Local Government) identified the need for data on the costs of
delivering EHS in South Africa. Health Systems Trust was commissioned to conduct
the costing exercise with funding from the Danish Embassy.
The Task Team resolved that comprehensive data, rather than representative data
from a selection of study sites, would be preferable. The collected data was
tabulated and analysed. Preliminary indications were shared with the PHC Financing
Task Team.
The findings of the costing exercise are discussed on page 12, followed by four
recommendations emphasizing
- the urgency of completing the National Environmental Health Policy,
- the need to establish an Environmental Health information system,
- the urgency of completing the EHS Package of Services and EH indicators,and
- the desirability of consolidating local government EHS responsibilities under one authority.
